Are the hashtags just there for instructions?

the hashags are comments. They do not do anything during the actual coding. You can say anything you want in the comments and they will not change the code

A #hashtag is an identifiable resource with the twitter, facebook, and countless other APIs.

#hashtags exist because the basic premise of them is to provide a single statement describing what you are talking about.
