Do you need to have a twitter to complete verifying credentials

They should make a sandbox mode for creating temporary usage accounts for developers to play around with APIs without having to register to the site. The last thing I want is a Twitter account. I just want to look under the hood as it were.

Yes you do. Almost all API's require authentication. This makes it easier to whomever is providing the service with control over who can access the different endpoints (and date) and also how much can you access (usually API's are restricted so you can only access X amount of data periodically).
